The performance discrepancy is from overclocking not unparked cores. 5750 is terrible, but address that after your CPU is overclocked.

How do you feel about a SSD or Solid State Drive? If you have $120 for a 120 Gig drive to support your 1TB drive, I doubt you would regret it.
16megabit of RAM is so 1980....RAM is cheep bump up to 16G (Gigs) and thats all you need, but make sure its DDR3 1600 (For desktops)
    **Warning** Do your homework first!**
What mother board do you have? Can you use DDR3 or is it so old you still have DDR2?
Do you have SATA and USB 3.0?
1, Find out what you have and learn all you can about it.
Motherboard, CPU, GPU, RAM, Cooling (CPU,GPU,RAM,and Case fans), PSU, Drives, Monitors, Accessories like keyboard and mouse, and case. Also take a look at your internet connection (modem) and speed. Go to speedtest.net and run a test (its free).
    2, Look in your wallet.
    2.5, cry,
3, Go to Micro Center, New Egg, Amazon and other computer part stores (Online) and price items.
4, look for used gear on Crigslist.
    5, get your items.
6, find that your powersupply isnt enough,
    7, spend more money,
8, find another part like cooling that needs to be upgraded,
    9, spend more money...
10, continue until your out of money and then new and better parts will come out. (4th gen i7's?)
    Keep it clean!!!
Use caned air to blast out dust inside of your case!
    Download Window's updates
Look for Bios updates, CPU driver updates, GPU driver updates and any other driver updates for software you use.
Use a good anti-virus to keep you safe and running smooth.
When was the last time you Defraged? Look it up if you have questions and defrag often.
Change your user options to a very low settings. ( http://nononsensegamers.com/forums/threads/useroptions-ini.2397/ )

**Edit FredFogarty your right, to cut out the nonsense, I deleted that post. Thank you.
